RIght now there are basically no concessions on the island. They are in the process of reviewing plans for how to develop the island. You can actually view an exhibit of the 5 proposed plans while visiting Governor's Island. Getting a bike to Govorner's Island on the ferry is very easy though, so you can rent bikes in Manhattan and take them with you.
